The First Responder Network Authority (FirstNet Authority) is an independent authority within the U.S. Department of Commerce’s National Telecommunications and Information Administration (NTIA). The FirstNet Authority is responsible for overseeing the deployment of FirstNet, the Nationwide Public Safety Broadband Network (NPSBN).

After our nation was attacked on September 11, 2001, the public safety community worked diligently with Congress to pass legislation establishing a single nationwide network for first responders. In 2012, the FirstNet Authority was established, and in 2018, the initial five-year build-out of the FirstNet network was launched as the result of a first-of-its-kind private-public partnership with AT&T.

With FirstNet, public safety gets a dedicated “fast lane” that provides highly secure communications every day and for every emergency. FirstNet delivers specialized features to public safety, such as priority access, preemption, more network capacity, and a resilient, hardened connection. The network also includes devices and app ecosystems that connect first responders to innovative, life-saving technologies.

FirstNet is modernizing public safety communications to allow for improved response times and outcomes for first responders from coast-to-coast, in rural and urban areas, inland, and on borders, leading to safer and more secure communities.

The FirstNet Authority is responsible for overseeing the partnership with AT&T, engaging with public safety to ensure FirstNet continues to meet the need of the communities it serves, and investing back into the network to evolve it for America’s first responders.


First Net is seeking a CEO who will be responsible for all day-to-day operations of the FirstNet Authority, including oversight of the FirstNet Authority’s engagement with third parties to ensure the proper operation, maintenance, and improvement of FirstNet for use by public safety.

The CEO will play a key role in shaping the technology and the reinvestment strategy for FirstNet.

The CEO will have the endurance and adaptability in nature to bring experience, knowledge and attributes to the program that will contribute to a culture of trust and understanding. The unique public-private partnership that has enabled FirstNet to grow and succeed will be an important aspect of the overall program that the CEO will continue to nurture and advance.

The CEO is responsible to:

  • Oversee all day-to-day operations of the FirstNet Authority
  • Direct a staff of highly skilled, multi-disciplinary professional and support personnel, including the coordination of policy teams and projects.
  • Provide periodic, accurate, and timely reporting to the FirstNet Authority Board, and implement the policies and strategies approved by the Board.
  • Operate the FirstNet Authority in conformity with general business practices, the FirstNet Authority’s establishing statute, and all applicable Federal rules and regulations.
  • Create a culture of sharing information early and often and provide a well-balanced report of risks and issues so that Board members can engage, support, and provide oversight.
  • Operate under the requirements of NTIA and the Department of Commerce in implementing the Act.
  • Build trusting relationships with decision makers in cities, counties, tribal communities, states, federal agencies, and Capitol Hill to ensure the success of the FirstNet Authority’s mission.
  • Build trusting relationships with the public safety community and create an expectation that the FirstNet Authority will be responsive to public safety needs.
  • Through the Chief Procurement Officer, oversee the management of the FirstNet Authority’s contract with AT&T through which the NPSBN is deployed, maintained, and operated for public safety entities throughout the United States and US territories.


The FirstNet Authority is seeking candidates with experience in areas which may include, but not limited to, public safety or related areas of emergency operations, wireless communications systems, broadband technology, capital investment strategies, and coalition building at the Federal, state, tribal and local level.

To meet the minimum qualifications for this position, you must describe how your background and experience demonstrates that you possess the below technical and executive core qualifications. Professional Technical Qualifications (PTQ) to include:

  • Demonstrated expert knowledge and experience directly applicable to overseeing a wireless network and related operational, management, and technical policies and procedures, including technical, marketing, service mission, and related functions.
  • Demonstrated knowledge of the public safety community, its mission and its challenges. Proven understanding of the relationship between state and local authorities involved in public safety and the various cultural barriers. Demonstrated ability to communicate with public safety at the association, state, and local levels.
