Position Summary
The purpose of this position is to provide executive leadership and strategic direction for the City of Deltona Fire Rescue Department. The Fire Chief manages and leads the department utilizing available personnel, equipment, and resources to protect life and property while minimizing the impact of natural and manmade disasters. This role develops long range goals for the department, establishes policies and operational strategies, and works closely with the City Manager and City Commission to support the City's public safety priorities.
Essential Functions (Not All Inclusive)
- Plans, organizes, directs and coordinates professional, technical, and clerical staff.
- Prepares and administers the department budget; approves expenditures and requisitions as it relates to department goals and objectives.
- Conducts staff meeting and confers with senior staff on a regular basis.
- Meets and interacts with labor organization regarding conflict resolution, future goals and objectives and mutual needs.
- Interacts with firefighters individually or in a group relating to resolution of conflicts and grievances.
- Creates, reviews and approves department objectives.
- Develops recommendations and implements decisions regarding operational policies, expenditures, plans, and other administrative matters; prepares and administers department budget.
- Develops and implements department policies, procedures, goals, and objectives. Enforces state, county, and city codes for EMS, fire, and emergency management.
- Prepares and administers the department’s budgets. Approves expenditures and requisitions. Monitors expenditures for adherence to goals and objectives. Reviews and approves all department payrolls.
- Administers all personnel functions for personnel under charge including hiring, promoting, disciplining, and approving personnel actions.
Requirements
Minimum Education and Experience
Requires a Bachelor’s degree in Fire Science, Emergency Management, Public Administration or closely related field.
Master’s degree or Designation as an Executive Fire Officer (EFO) from the National Fire Academy or Chief Fire Officer (CFO) preferred.
Requires ten years progressively responsible experience as a firefighter, with five
(5) or more years in a managerial capacity as a Chief, Deputy Chief, Assistant Chief or Battalion Chief with operations, personnel, and fiscal responsibilities; demonstrated experience working with labor organizations including contract negotiations, impact bargaining, grievance procedures and arbitration preferred; demonstrated knowledge of Florida Statute 447 preferred; or an acceptable equivalent combination of education, training, and experience.
Certifications and Licenses
Requires a driver’s license valid in the State of Florida.
Requires a Florida Certificate of Compliance (firefighter), Florida Firefighter Certificate, EMT Certificate with a preference of Paramedic, and completion of National Fire Academy.
Position is subject to being “on call” and working after normal City work hours as well as on weekends and holidays.
